Refinery shutdowns
Recent and currently planned refinery closures, ordered by data of expected or actual shut down:
2025 - Dalian (China) - CNPC has announced plans to close the refinery in 2025, and potentially replace with a new, smaller refinery in another location
2025 - Grangemouth (UK) - Ineos has announced it plans to shut the refinery in 2025 and convert to a product import terminal.
2025 - Los Angeles (US) - P66 has announce plans to shut the refinery by the end of 2025 and redevelop the real estate for other purposes.
2025 - Rotterdam (Netherlands) - Gunvor plans to mothball the refinery due to low margins
2024 - Yamaguchi (Japan) - Idemitsu plans to close the refinery in March 2024 and convert to a terminal
2023 - Wakayama (Japan) - ENEOS shut the refinery in October 2023. Converting to SAF.
2023 - San Francisco (US) - Phillips 66 plans to close both sites (Rodeo and Santa Maria) , and convert the Rodeo site to a product terminal and renewable diesel plant
2023 - Houston (US) - Lyondell Basell plans to close its Houston refinery by the end of 2023
2022 - Umm Al Nar (UAE) - ADNOC closed the refinery in January 2022 and redeployed staff to other refineries
2022 - Marsden Point (New Zealand) - NZRC (BP & ExxonMobil) closed the plant (April 2022) and converted to a product import terminal
2022 - Bazan (Israel) - Israel government announced a plan to force closure of refinery within 10 years
2022 - Durban (South Africa) - BP and Shell indefinitely shut down the their Durban refinery (SAPREF) in March of 2022
2022 - Alliance (US) - Phillips 66 closed the refinery and converted to a crude oil export terminal
2021 - Altona (Australia) - ExxonMobil closed refinery (September 2021) and began conversion to a product import terminal
2021 - Granpuits (France) - Total closed refinery and is converted to a biofuels plant
2021 - Naantali (Finland) - Neste closed refinery and converted to an import terminal
2020 - Durban (South Africa) - Engen refinery in Durban shut down after an explosion and was not restarted
2020 - Kwinana (Australia) - BP closed the plant and is converted to a product import terminal
2020 - Takaishi (Japan) - Eneos and CNPC closed the plant in Osaka and converted to a power plant. JV ownership transferred to Ichihara (Chiba) refinery.
2020 - Tabangao (Philippines) - Shell closed the plant and converted to a product terminal
2020 - Antwerp (Belgium) - Gunvor closed the plant and converted to a product terminal
2020 - Porto (Portugal) - GALP closed the plant and converted to a product import terminal
2020 - Martinez (US) - Marathon idled the plant and converted to a renewable diesel plant
2020 - Gallup (US) - Marathon closed the refinery and convertied to a product terminal
2020 - Dickinson (US) - Marathon closed the plant and is converted to a renewable diesel plant
2020 - Cheyenne (US) - HollyFrontier closed the refinery and is converted to a renewable diesel plant
2020 - Convent (US) - Shell idled the refinery while looking for a buyer and ultimately decided to close permanently while looking for a buyer for the site
2020 - Come By Chance (Canada) - Refinery was idled and eventually sold to Cresta Funds and converted to renewable fuels
2019 - Sisak (Croatia) - INA (MOL) closed the plant and is considering conversion to biofuels
2019 - Philadelphia (US) - PES closed and sold site for redevelopment
2018 - Pointe a Pierre (Trinidad) - Petrotrin closed the plant and is considering conversion to a product import terminal. Also looking for potential new operators to restart.
2017 - Jeddah (Saudi Arabia) - Aramco closed the plant and converted to a terminal
2016 - Kuaibah (Kuwait) - KPC conversion to a terminal
2016 - La Mede (France) - Total closed the plant and converted to biofuels
2016 - Mombasa (Kenya) - Kenya Petroleum closed the plant
2015 - Collombey (Switzerland) - Tamoil closed plant
2015 - Tenerife (Spain) - CEPSA closed the plant and is converted to public park land
2015 - Bulwer Island (Australia) - BP closed the plant and converted to an import terminal
2015 - Kaosiung (Taiwan) - CPC closed the plant
2014 - Millford Haven (UK) - Murphy closed the plant and converted to an import terminal
2014 - Gela (Italy) - Eni closed the plant and converted to biofuels
2014 - Kurnell (Australia) - Caltex (now Ampol) closed the plant and converted to an import terminal

2013 - Dartmouth (Canada) - Imperial (ExxonMobil) closed the plant
2013 - Sakaide (Japan) - Cosmo closed the plant
2012 - Roma (Italy) - Total & ERG closed the plant and converted to a product terminal
2012 - Petit Couronne (France) - Petroplus closed the plant and converted to a logistics park
2012 - Clyde (Australia) - Shell closed the plant and converted to an import terminal
2012 - Marcus Hook (US) - Sunoco closed the plant
2012 - Aruba (Netherland Antilles) - Citgo (PDVSA) closed the plant and control assumed by RdK (government). Agreement with World Oil to restart as asphalt plant in 2024.
2011 - St Croix (US Virgin Islands) - Hovensa (Hess and PDVSA) closed the plant and converted to a product terminal. Restart of the plant was attempted unsuccessfully in 219-21 as Lime Tree Bay. New owner Port Hamilton developing restart program.
2011 - Coryton (UK) - Petroplus closed the plant and converted to a terminal
2011 - Cremona (Italy) - Tamoil closed the plant and converted to a terminal
2011 - Reichstett (France) - Petroplus closed plant and converted to terminal and industrial park
2011 - Berre L'Etaing (France) - Lyondell closed the plant
