The IMO is an international treaty organization under the United Nations that establishes the Law of the Seas.

Included in its mandate is the regulation of shipping fuels and emissions under the Marpol (Marine Pollution) convention.  Under Marpol, the IMO regulates the sulfur limits for bunker fuel, a key product from oil refining.
